The size number (120, 130, 140…) is the height each pair is cut for in centimetres, and it's what's printed on the tag. Use the height column — that's the same number in feet and inches.

Waist, hip and length are the shorts, not her. They're measured flat and unstretched, so they're the numbers to compare against a pair she already owns — the knit stretches well past them on the body. To pick a size, go by her height.

Between two sizes? Take the taller one. The knit stretches a long way, and the extra length is coverage she'll be glad of by next term.
